I feel sorry for Roka ji. After 1990, there has been some change in civil service promotion matters. Although i missed few opportunities to sit in the exam for first class, as i was abroad for higher studies for long, there is always a chance to jump to higher level through an open competition in our existing civil service system. But, it is nice to see contemporaries enjoying high class position in Nepali beaurocracy. Hey, thats not the end of the Earth. Once you loose an opportunity, many other opportunities springs!!! kaso Rahulvai?
