For example, an armed robber uses violence, terror and intimidation to achieve results. Inturn law enforcement agencies use or most likely use violence, terror and intimidation (against the armed robber) to achieve results. Similarly armed forces of a nation uses violence, terror and intimidation to bring an opposition armed forces to submission (to achiece results). There is no universally excepted defination.
