Are madhesis under-represented and opressed?

dont have the numbers of police, armed police, army and maoist but anyone can tell u its all pahadis.
(*) I am not counting Sadbhavana cause they are not a madhesi party, they are an indian party. They proliferate Indian propaganda, they speak hindi, not maithili, bhojpuri or avadi. and lets face it, they never win any significant number of seats :-)
