I agree that the DV winners should not have to pay for visa. How can it be a lottery if the recipients end up losing money on the visa and not able to go to the US? The diversity visa agency in the US should keep in mind that in most countries it's difficult to rack up the money for the visa, and it should be waived unless they have already received the confimation of the final green card.
