Yes...If you have MS and is on Student Visa they will welcome you in Canada. They might still ask you to furnish your English language proficieny. Fee wise 350 (application fee per person, 285 Doctor certificate fee, 25 dollars for your police report via Local FBI office, 550 for landing fee so the total is 1205 Per person.
