It usually means that you are behind the firewall. If you are using your school/uni connection, then you can simply forget about using any bittorrent clients as they are blocked for good. If you are using your private connection then try setting the permisson to allow azureus.exe to access the internet and accept the incoming connection in the respective firewall. You can check if your firewall/antivirus is blocking azureus or not by turning the firewall/antivirus and running the azureus. Sometimes Windows XP built-in firewall also blocks azureus. To get rid of it go to Control Panel> Windows Firewall > Exceptions > Add Port Add the exact port number which you have given in Azureus . Then select UDP. You can add any port number from 49125-65535 in azureus. If you are using router then open Azureus go to Tools>Options> Plugins>UPnP and click on to enable UPnP. In the new routers this works most of the time.
