DV people can't come their own efforts, they are just lucky, but student are here coming for great achivements. You see people who won Dv have no skills(even DV means for skill workers to be called to develop the cultural diversocity)and 7/11 CVS, gas subway workers are Nepali DV- people. They don't get guts to go to school and explore their education.
