i have a comment to add to nepalkochhoro's comment.. u are absolutely right about the monitoring system. like we discussed, that agency should be very independent and wihtout the influence of any govt policies or programs. perhaps just like the US credit reporting bureaus, there should be a reporting for all officers and govt appointments in addtion to govt and house's works. it should only be a medium of communication between people and information about their leaders. it will record all what they have said before the election, and what actually they did. that will just prove if their words are trust worthy in the next election. in 4-5 elections, nepal can have genuine leaders....
