~ F2 is dependent Visa so first of all you should be accepted from a school. Then contact to school's international student advisor for the process. They will do everything and you have to pay some charges (I think it is $250.00). I think it will take somewhere between 2 to 5 months. One of my friend's wife got it in 2 and half month. Cheers,
