If dual citizenship is not considered, Nepal will loose the generation who are born or brought up in the foreign country. If we keep the option of dual citizenship open, there is still chance that the foreign born generation can be linked up with Nepal and that the country can benefit from their educationk, skills, money or whatever... On this issue, we have to be realistic rather than emotional.
