Silly question. ' Secular' is not defined as 'Butchering or not butchering cows'. In secularism, its just that the state n government will now not get involved in or support any religion. 'Protecting cows' is a theme deeply ingrained in the cultural beliefs of majority of Nepalese population which is 'hindu'. So the sentiments of the majority should always be respected. And for your kind information, in 21 out of the 28 states of so called 'secular' India also, killing cows is banned and is a punishable offence. In Nepal too the law against 'butchering cows' still exists, and I don't thnk that's going to change, be it 'secular' or 'hindu'. Do you think that 'killing pigs' will be allowed in 'Saudi arabia', 'Malaysia','Iran' or 'Pakistan', if by any chance they are declared 'secular' countries?
