I flew from london last week. I was not allowed any sharp material, any Cans or spray cans (Not even perfume), nor my shaving reser, No lighter, match and so. I saw few people carring laptop so I presume that it is allowed. I had a hand luggage size of a school bag perhaps a little larger. But I am sorry I cannot give you the excat size of hand luggage they allow, coz I am not sure, you could ask the airport or the british embassy in Kathmandu to be absulute sure.
