Imi, My point is why not directly say there has been an attempt to acquire arms from Ukraine? According to this article, the Minister is saying there has been, and at the same time the government did not give permission for the plane to land in India. Rather than trying to prosecute the concerned for this gross misappropriation of funds, the Minister is apprently just happy that the arms did not arrive in Nepal.
