This is the problem iwth the editors of Nepalese papers. read the last sentence of Moriarty's article: This appears to have been the case in the application by Professor Subedi, long a cultural contact of our American Center, and we regret it. My guess is a long phrase has been missed out, or even a whole sentence has been missed at the end of the article. So "we regret it" regret to what? Unclear.
