Yes, Nepali government once announced that it will amend laws so that dual citizenship can be given to non-residental nepalese. It can be opened for only with certain countries in mutual understanding between them. instead of issuing citizenship, the better option is to ammend the laws that allow a non-residental Nepalese to travel and invest in Nepal in as easy way as a residental Nepalese can. the government should be aware while doing so since dual citizenship can be misused heavily.
