Personally, I don't think a degree from the U.S or elsewhere matters. If he has the experience and can prove he/she's got the skills, he should be able to get a descent job if not the best. Language is very important, regardless of the profession. From what you've mentioned I can see everyone else but the the wife getting a descent job (40K+). His/Her resume should be solid with all the projects he/she has achieved. Unless the engineer has been sitting on his ass in a highly acclaimed government project doing nothing, I don't see why he wouldn't get a descent job. He/she needs to have the will to do it.
