Pankopaat ji, If Suresh Raj Sharma fits in your definition of MANDALE, then I think we need couple of hundreds of such MANDALE to lead key national institutions. Period! Regarding the promotion/appointments, you are right it should follow the rule and procedure. But it does not mean that for professorship one must start with lecture and spend so many years in given career steps. There can be several channels within the procedure, and in academic environments discretion of management based on multiple criteria is a common practice. Offering full professorship to a young graduate or professional without PhD is not rare even in top ranked universities. But your definition of procedure looks like that currently followed by TU system, which discourage lateral entry and thereby academic competition. Most importantly, unlike bureaucracy, in academic institutions, the legitimacy of management emanates from the quality of its graduate and its image. One should not expect a vibrant university to run following a template of government bureaucracy. I wish the MONKEY BUSINESS currently in show would do no damage to the image of KU and its graduates.
