IamI - Proclamations have questionable legitimacy and I hope we dont see very many more of those :) Elections and referenda should decide matters relating to the fundamental structure of the nation state and while parliamentary proclamations may be well intended, they are dangerous as they can give rise to an elected dictatorship. I'd personally like to see the two congresses and the UML fight on the same side. I am not sure if such a thing will actually happen, but if it does, there is a good chance this arrangement will give the Maosist a run for their money.
