I think a non circumcised penis would be more sensitive than a circumcised one. A circumcised penis loses its sensitivity a little by being exposed all the time while uncircumcised penis remain more sensitive. Due to the extra sensitivity, more uncircumcised men don't prefer oral sex, while the circumcised men are desensitized enough to enjoy oral sex more.
