How could they dissolve the local bodies? It was a free and fair election and they were elected candidates. Just because the SPA did not take part in it, doesn't mean they have the right to dissolve the representatives who came by elections. The local bodies have dissolved in 2002. So how can Madhav Nepal ask for its restoration.... It is sad that anything and everything illegal and unconstitutional can and does happen in Nepal. The biggest enemies of Nepal is the SPAM.
