I agree it is a local language but one is supposed to speak in National Language, not in local language. That is in every country. In United Kingdom - they have minority seats. But, the monority leader does not go to the parliament and speak in Hindi or Urdu or whatever language in the world is his/her mother tongue. So does it apply in Indian parliament where one speaks in english because there are parliamentarians who do not understand Hindi.
