I think what Gallant meant is simply that the education from TU is not that standard. In some college/universities, students are required to do some course work despite the fact that they have already done similar course at TU. All courses designed at TU are mere theoritical, and syllabus resemble with those taught in 1965-80 (prior to introducing computer aided to each course) at North American universities. After all, most of those who design the syllabus were the product of Europian/American/Indian universities in late 70s and early 80s. so they can not themselves teach modern syllabus even if there are some changes.
