I think what Mike Bibby meant - and I am just opining on my own, I don't and can't speak for him - is that one of the "glorious" characteristics of "mandaleys" back in the Panchayat days was that they would lable anyone who did not agree with them as "arastriya tattwa." Perhaps the fact that the lable of "terrorist" was put on Home Minister Sitaula by the originator of this thread in its title could be construed as a work of a "mandaley". :-)
