Nepal govt. extorting money?

Parliament is supreme because it has 'People's mandate'. That is why it took many sweeping decisions including scraping off the supreme commander post. Now, Nepal Army is accountable to the Parliament. King is not related to the army anymore. But now, army has started extorting money from local people by threatening them as seen in Bhaktapur. Now you tell me who should bear the responsibility for this? If you do not want to discuss this, you will have to accept that Parliament is not supreme and its 'sweeping changes' has sweeping effect only on paper. Welcome to New Nepal.
