I agree! Only *voluntary* donations should be allowed like Maoists have done in Birgunj and Biratnagar and Kathmandu, and Pokhara and other parts of Nepal. Any isolated incident, where an individual tries to benefit from this Maoist invention, should be blamed on the Army. Even the incident where a 16-year old who extorted Rupees 15 lakhs from a bank should be blamed on the entire police force becuase he stole a pistol from his brother-in-law who was a police
