i think it's Maoists' policy of demanding a big piece to get concession on everything they are going to bargain at. And the government? it's policy is: "no no, we can not give you 50%, you rather satisfy with 5%" which is better than nothing for Maoists. Again, Matrika Yadav is demanding the lead role in the future interim government (today's BBC/Nepali) so that thay eventually can get some important ministries.
