It does appear so that way Deep bro. What I feel is very similar to what this house has achieved, at least on paper, but I do doubt if this house does have an authority to even pass those constitutional changes given that it is an expired parliament. Also, anyone who is NOT an elected person can also be a minister, and that to me, is a slap on people's face. So much for voting corrupt people out, tsk tsk. . . and who's to curb it's HOR's) shenanigans? Lest we forget, we have always had 205 buffoons in the house. I thought all these have to be achieved via CA, after the will of the people are stamped by the ballot vote. Come another wave, and with a snap, these decisions can be called void by the power that be. But if it had come post ballot box victory, it would have had absolute legitimate and lasting stamp. Perhaps the political parties are not certain about CA bringing what they desire, thus this ad hoc expired parliament rushing on to make one gargantuan proclamation after another. But the changes are right, and would have been better sans the provision to bring Joshi, Wagle, Girija kins, madhav baje's wori pari ka, Deuba pagal, khadkas, Prakash man et. al., in short, almost all of the dharti ko bojh in the parliament, if, by utter miracle, they fail to win an election. But post CA, the decision would have been more authentic. This one is a start on paper, but it can be scrapped with a snap. Right thing but wrong way. But since when did we start to expect absolutely right stuff from our government, any government? We all see half rights, while we absolutely ignore the other half. We shall see what de-facto weight this proclamation shall have. And if it indeed does, why go for election at all? Why not save some buck and make all the changes slam-dunk. After all we can least afford to have an election if it is not needed at all. IndisGuise:)
