Maobadis extort from common citizens, businesses and everyone and anyone. Now the extortion is at its height - the government itself. Makune is proposing gas/bas for the maobadis. Why does the country have to bear the burden of the gurillas? Disarm them first then provide them jobs, train them to be common citizens, show them how to live like a common citizens from ruthless killers. That would be a real reform not providing them living expenses, thats robbery.
