I think any violence and breach in human right from now onward should be accounted and taken as criminal activity and subjected to prosecution. I am afraid, with arms and weapons, now the cadres will either resort to selling them to criminal gangs or indulging in criminal activities. Look at the growing incidences of attcks, threats linked to extortion, who is behind. If the maoist do not have hand in it, will they co-operate with the police to bring the culprits to justice. Doubt so, for they are hands in gloves with them. Can the leadership handle their cadres, will they hold them responsible for breaching the agreements and the right of Nepalese to follow their life with dignity and no threat to their rights. Well, it is not easy to control the idle minds of the restless cadres, but again can't we divert their energies to something constructive.
