Introduction Title XIX of the Social Security Act is the legal basis for the Medicaid program. The Texas Department of Health and Human Services (HHSC) administers several programs which provide medical care for: -children who are not eligible for TANF because of income and/or because they do not meet the TANF definition of deprived children. -pregnant women who are not eligible for TANF because of income and/or because they do not have TANF-eligible children. -caretakers, second parents and children who are financially eligible for TANF. -undocumented aliens, nonimmigrants, and some legal permanent residents who meet --------------------------------------------------------------------------------------------------------- alll TANF and TANF-related Medicaid eligibility requirements except citizenship. ------------------------------------------------------------------------------------------------ -youth aging out of foster care. -women with breast or cervical cancer screened and diagnosed by the Breast and Cervical Cancer Control program. -Persons eligible for these programs receive the same Medicaid benefits as TANF recipients. Exception: Coverage for undocumented aliens, nonimmigrants, and some legal permanent residents is restricted to emergency medical conditions. She can go to health centers for prenatal check up and when the time comes for delivering the baby she can go to the hospital.
