Yeah, they should be punished for sure... That's why USA is now shouting that CA is the best avenue to bring Maoists into the maistream... but actually they are so much intersted in bringing these Maoists top brass leaders to international court of Justice..... Defeating Communism in NEpal is one thing, but being able to drag these bastards into International Trial is even better for them. And they will do it... If USA could bring the USSR down.. Nepal is nothing.
