Well written Nepali Janta! We all in Ktm heared that Maoist are remotly controlling SPA and whatever SPA are stating are all "isntructed" by Maoist. Well! AP 98! I also don't think they should submit the country budget from there, but at least they shoud have briefed their future plan (if they had it on their mind). We all welcome the effort of SPA to bring the Maoist in mainstream but ... now it seems they were not brought to the mainstream but in the contarary it is visible that SPA has agreed the ism of Maoist and SPA are following Maoist.
