To my knowledge, Constitutional Assembly is an elected body similar to a parliament which have full power to make the constitution of country. If there is debate in any issue then it will be decided by voting in constitutional assembly. For example if there is a debate whether Nepal will be a republic or it will have a ceremonial king then constitutional assembly will decide it by voting. So basically it a constitution made by representative of people. It is a beautiful concept; I hope Nepali will get this chance.
