Note the following points. 1.First of all, he has tried to justify his visits to countryside. 2. He has expressed gratitudes towards the security personnels who have been loyal to the king and involved in killing of innocent people. 3. Unlike previous traditions, he hasn't dissovled this government. Nowhere, he said that this government has been dissolved. 4. He didn't give any deadlines to the parties to nominate their leader for the prime minister. 5. Unlike previous traditions, he didn't underline any responsibilities or issued directives to the the new "would be government". 6. He said the current government would keep on working until the new government is formed. He seems to have understood that parties would not accept his offer and that he could make it a reason to keep on his direct rule. 7. The speech doesn indicate how the maoist issues will be addressed and how the maoist will come in main line politics. Were the maoist so simply give up weapons, they wouldn't fight a war for 12 years. This arrogant king is still not ready to recognize the power of the people and it seems that his fall is inevitable.
