Maoists were not created by ministers but they were created by years of royal rule and corruption and the arrogant and ingorant attitude of the royal family and those close to them. In a democracy, you can throw out those in power if you have problem with them but in a dictatorship you have to shut up and put up with the corruption of the royal family and their near and dear.
