America's Gulag Drives Black AIDS Epidemic A new report examining the explosion in HIV infection in black women and men in the States has discovered that the massive increases are closely correlated with the vast numbers of black men being jailed compared to whites. University of California researchers Rucker Johnson and Steven Raphael examined a federal database of 850,000 people who contracted HIV between 1982 and 1996 which has seen the proportion of Afro-Americans rising from less than 25% of infections in 1982 to over 50% in 1996. They then compared prison statistics (including the fact that 1 in 12 black men is now in jail compared to 1 in 100 whites) and concluded that AIDS infection rate discrepancies in races are almost entirely due to the prison system. "So powerful is the relationship between race, prison and 'HIV/" AIDS," the Washington Post reported, "that it almost completely explains why half of all new AIDS patients in 2002 were 'blacks" even though only 12% of the population is black." The story appeared as Cincinnati authorities approved new laws introducing 30 day jail terms for anyone caught with a single marijuana joint, with just one local politician Vice Mayor Jim Tarbell voting against the plan. "This will not change anything appreciably," Mr Tarbell told the Cincinnati Enquirer. "This is a class issue. The people caught and prosecuted will be low-income African-Americans. I think this sends the wrong message to police." Mr Tarbell's comments reflected the stance taken by civil rights group Human Rights Watch who in 2003 singled out the war on drugs as' the single greatest force' behind the twelve fold increase in America's prison population since 1980.
