Waterloo's undergrad Engineering program is considered to be better. It is also best in mathematical science. However, U of T has been rated best Canadian universtiy by many raters. In one lists of ranking of world's top 500 university, I saw U of T at 19th top university in the world. In that list, York is the 500th. McMaster at 93rd and Waterloo in some 300th in the ranking. However, criteria determing the rank of a university, so any should be OK i guess. if you also plan to attend to Master's program later, it is the best to joing U of T i guess.
