I got my ITIN last year, didn't have any problems. It just takes longer, about 6 weeks. In the meantime, you should call them frequently to check on the status , mind you they keep you on hold for as long as 45 min. Dependent visa holders (F2 or H4) from Nepal are eligible to get ITIN number. I would suggest you go to the nearest IRS office and talk to the staff there. I filled my forms at a local IRS office and they made sure I had all the necessary documentation before they processed mine.
