When police shave off his hair to insult him, it clearly shows that the police are operating above their jurisdiction in order to practice primitive form of law. If he had done something wrong, he should have been dealt through regular channels meaning the courts. And I don't think any court in todays 21st century orders a man be half shaven and insulted like that.
