Well, if the man is legally not married to anyone or is already legally divorced, no law of any country will bar him from getting married. Having children outside marriage is not illegal at all and the only burden he faces is the burden of child support. He will be obligated by law to take the burden of child support if the woman (that he had child with) seeks child support in a court of law.
