I agree with you some point. But Without written good or quality law, Order, Justice System and constitution, nobody can take action against crimes and corruption. So at the first beginning it has to be written officially.... Then next important things will be implementation and action... Do you think so? It is like….. If you have money, then you will think to buy apple or do not buy apple. That is upto you. In Nepali, Law, Order, Rule, Regulation have Too many loop wholes....
