You know what, no matter whatever kind of tough laws are bought or nomatter how the existing laws are amended, it comes down to one simple thing. Will those laws and amendments(to the laws) be sincerely implemented ? The most serious problem of Nepal is not the abscence of laws but the absence of implementation of those laws. Tough laws and amendments to those those laws will have no effect until they are sincerely implemented. Who will get scared of a lion that cannot use its claws and jaws.
