No matter how tough laws are brought, the implementation part is very week in the context of Nepal, so the problem is not going away anyway. The people will sneak their way around to abuse the system somehow. After all nataa-baad, cripa-baad, afno-manche, chineko-manche etc come in the way of those laws. I wont be surprised at all if the laws fails.
