There is nothing to worry about. This rule has been there for quite a while now. My friends went through the same process in 2002 and myself in 2003.
Just need to go to the Ministry and submit a copy of transcripts and I-20. They will issue the "No objection" letter in 2 days. One needs a copy of visa for "exchange permission".
