If they insist on your providing the Police Clearance Certificate from India then try the Indian Embassy. The one in Kathmandu takes about a week to prepare it. You could probably send someone on your behalf with a letter from you stating the dates, place(s) of your residence in India, along with photocopies of your passport, nagarikta, and the letter from the Canadian consulate stating the need of the certificate.
