Nepali students were not to blame in both cases, period. In MN case: Nepali students were passengers in the backseat. There is no law that requires passengers in the backseat to have seatbelt on. The car was soft-top. So, when the driver (not Nepali) made the fatal (yet often made) mistake of not looking properly before making the U-turn, the other car in the blind spot hit them head-on. This had nothing to do with Nepali Students not following law. In TX case: The OTHER car's driver overtook the car infront of him/her and hit the car Nepali students were in head-on. Again, this had nothing to do with Nepali students not following the law. Get the facts straight before making stupid remarks!
