yes democratic 10-15 years was more corrupt than when the country was under king because it was transparent everybody knew who was taking ghus but during kings' reign nobody knew or knew little about how much ghus someone was taking. so basically we didn't know any detains about the ghusiya king and his chamchas for shiva's sake we don't even know for sure who the fcuk killed birendra how can we know about who takes how much ghus in the royal palace.
