"Khukuri to cut cake"
Political inferences of the action aside, I see nothing funny about a khukuri being used to cut the cake... It doesn't necessarily have to be used to slit throats.
"That diplomacy should require two grown men to hold each other while cutting a cake"
Could be a metaphor for the complexity in diplomacy!
The "two grown men to hold each other while cutting a cake" could be perceived differently from culture to culture. Some cultures could even find it gay!
