You have a very few questions on there so what constitutes 90%?
Lets see
1. I'm not an FOB.
2. FOB definition would depend on how a person acted. For example, there are lots of people who come here, don't make fools of themselves, and work hard. I don't call them FOBs. They're progressive immigrants.
3. I have no clue what you do. If you're one of those who drinks and pukes, and smokes pot, and doesn't go to school but is here on a student visa, and is planning a career at walmart, then yes. But I don't know you. I don't know your manners. So I can't tell you if I think you're an FOB.
4. My mother stayed in the US when she was younger(diplomatic). Therefore, I don't believe we were 'fobs' when we initially moved.
Summary: FOB is determined by behavior, not how many years you have stayed here.
