Yes, New passports are valid for 10 years. If you have more than 6 months left in your passport expiration, you can't normally renew your passport. However, there could be circumstances when you must renew it. For example, your passport is damaged. Or, if you are getting a 3-year multiple entry visa (suppose you have a I-20 to come to US) and your passport is valid for 2 years then you can request with evidence for early renewal.
